If she's done this, I wouldn't put lying about her role or at least what she learned from it to further frame Devon and take any heat off of her own people past her. Vindictive and calculated makes her more dangerous than Saber for the influence she might be able to exert over the game now.
I don't relish throwing Cellar to her and her pack, but if you think she can pitch this well, it's worth a try.

Let Cellar be loud. We should spread the word where Quigley can't see, ideally before she has chance to publicly undermine anything we might say privately. The more people we trust who tell the people they trust, the more chance we'll have of her making a noose for herself.
If we can undermine her, we can cut her off. Their bloc may have sway, but not if we make it a small and isolated island.
In the meantime, if we have anyone still enough under the radar for her to buy them, we could send her a follower or two.
